Following our previous communications regarding the 2017 UCLG World Council meetings taking place from 6 to 9 December 2017 in Hangzhou, China, we are pleased to provide you with further information, including an updated draft programme and the draft agendas of the Executive Bureau and World Council business sessions.

Committee & Working Group meetings will be organized on Wednesday 6 and Thursday 7 December. We kindly ask the Committees and Working Groups that wish to meet in Hangzhou to let us know as soon as possible.
Forum on Smart City and Big Data
The Forum on Smart City and Big Data, organized by the City of Hangzhou and the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), will take place on the afternoon of 7 December.

The Forum will begin with an opening ceremony with addresses from high-level speakers, followed by one and a half hours of panel discussions. The two round tables will be based on the following topics: Big Data Facilitates Urban Governance; and Smart Implementation and Green Sustainable Development.
Please note that, for statutory and logistical purposes, you will need to confirm your participation by filling in the online registration form via Google Forms as soon as possible and before 10 November. You should fill in one form per participant.

A number of rooms have been blocked for World Council participants and will be allocated on a first come, first served basis. Please book your accommodation as soon as possible to ensure availability and negotiated rates.
Dragon Hotel
You can book accommodation at the Dragon Hotel online via the website http://www.dragon-hotel.com/en Please provide the code uclg2017 in the “corporate ID” box on the “online reservations” section of the web page to identify yourself as part of the UCLG group.
You may need to provide a credit card number at the time of booking to guarantee the reservation, however, you should not be charged at this time.

Zhejiang Narada Grand Hotel
You can book accommodation at the Zhejiang Narada Grand Hotel by filling in the booking form attached and returning it to chris@naradahz.com
You may need to provide a credit card number at the time of booking to guarantee the reservation, however, you should not be charged at this time.
Prices from €80 per room, per night (breakfast included)
We remind you that you may need a visa to be able to enter China, and that this process can be lengthy. We strongly recommend you start the visa procedure as soon as possible.

Transport will be provided by the hosts from the Hangzhou Xiaoshan International Airport to the aforementioned hotels on 6 December, and from the hotels to Hangzhou airport on 10 December.

 2018 UCLG World Council: Program and Agendas

As you know, the World Council will take place from 5 to 8 November in Madrid, back-to-back with the second edition of the World Forum on Urban Violence and Education for Coexistence and Peace, at the kind invitation of Mayor Manuela Carmena.

As an activity of the UCLG-MEWA Committee on Urban Mobility, “UCLG-MEWA Urban Mobility Şanlıurfa Summit” will be organized on 20-22 November 2018, under the auspices of Şanlıurfa Metropolitan Municipality, Turkey.

 Kartepe Summit 2018: “Migration, Refugees and Humanity”

After its first edition on "July 15th and Coups D'etat," the second edition of Kartepe Summit will be held with the theme "Migration, Refugees and Humanity", in Kartepe, Kocaeli, Turkey on 26-28 October 2018.


The 3rd Meeting of the UCLG-MEWA Committee on Environment will take place on 7-8 August 2018, under the auspices of Selçuklu (Konya) Municipality.


UCLG-MEWA is organizing Local Government Talks on the axis of Sustainable Development Goals since 2017. The Talks are continuing this month by hosting Mr. İsmail Gülal, Member of the Advisory Board of Istanbul Tulip Foundation!


Following the UCLG Executive Bureau held in Strasbourg, France, on 23-25 May 2018, we are pleased to enclose the Report on Key Decisions.

 UCLG Committee on Culture OBS: a global website on culture, cities and SDGs

Our network has accumulated fifteen years of specific practices and experiences. We have carried out a work of capitalization of these experiences and we are happy to announce that the Committee on Culture of UCLG recently launched a new website on “culture, cities and SDGs”, with good practices on culture and sustainable local development. The observatory, also called “OBS”, is a unique practical website in the world, it includes more than 120 good practices available in the 3 languages of UCLG (English, French and Spanish) that describe cultural projects, programmes and policies coming from cities and local governments from across the world.

 World Refugee Day Joint Event

On World Refugee Day, celebrated every year on June 20th since 2001, we commemorate and honor the people around the world, who had to flee their homes and to escape cruelty, due to violence and oppression they faced. Picking a different theme for each year, United Nations has set the theme of this year as "WithRefugees."
