After the last meeting of the UCLG-MEWA Committee on Urban Mobility, held in Istanbul, on 4 November 2017, during TRANSIST 2017, members adopted the program of activities for 2018 which included the organization of the training on «Public Transportation Excellence Index» implemented by the President of the Committee, lstanbul Electricity, Tramway and Tunnel General Management (IETT).
On 19-20 April 2018, IETT and UCLG-MEWA organized the training on «Public Transportation Excellence Index» in the IETT Kağıthane Garage Social Facility, in Istanbul. Representatives from 11 municipalities form Jordan, Palestine, Morocco and Turkey were present and participated actively in the training.
On the first day, the training started by the opening speech of UCLG-MEWA Secretary General, Mr. Mehmet DUMAN and IETT Deputy General Manager, Mr. Hasan OZCELIK.
Expert trainers from IETT presented the seven criteria of the «Public Transportation Excellence Index » to the participants:
- Module 1: Infrastructure and Proper Investment Criteria of Transportation Systems;
- Module 2: Financial Attractiveness Criteria;
- Module 3: Quality of Service Criteria in Transportation Systems;
- Module 4: Operation and Productivity Criteria;
- Module 5 : Environmental Awareness and Energy Criteria in Transportation Systems;
- Module 6: Proper Technology Selection Criteria;
- Module 7: Health and Safety in Transportation Systems;
During the training, participants presented the challenges they met to do the PTE-Index survey evaluation, at the technical level, of the services their municipalities provide in the public transport field. As the PTE-Index has to be implemented in the whole MEWA region, it appears that the criteria have to be adapted according to the different countries of the region.
At the end of the first day, trainers requested from participants to provide comments on the PTE-Index criteria that might be adapted according to the cities of the MEWA region in order to achieve the implementation of the PTE-Index.
On the second day, participants went to technical visits as follows:
- IETT Edirnekapı Garage Social Facility, Bus Fleet Management Center;
- Bus Rapid Transit Tour (Metrobus);
- Smart City Department of ISBAK;
- IETT Kağıthane Garage Simulation Center Social Facility;
The two-days training ended with the announcement of the next meeting of the UCLG-MEWA Committee on Urban Mobility which will take place in Şanlıurfa in November 2018.
