UCLG World Congress: Registration is open


Online registration is now open for the World Summit of Local and Regional Leaders – 7th UCLG Congress, which will be held from 10 to 14 October in Daejeon, South Korea.

ABOUT THE SUMMIT

Held every three years, the UCLG World Summit and Congress build on the century-old origins of our Organization as a movement driven by peace, solidarity and city diplomacy, and the pledge of the local and regional governments’ constituency around the world to safeguard the dreams and aspirations of their communities.

The municipal movement will gather under the motto “Local and Regional Governments Breaking Through as One”, bringing the local leadership and international actors together to meet a scenario of breakthrough.

The Pact for the Future of humanity, based on the three principles of people, planet, and government, will be the key outcome document of the 2022 World Congress in Daejeon and will define the Strategic Priorities for the Organization for 2022-2028. The axes will be the guiding force on the key themes that UCLG debates, advocates, researches and learns. The Organization will push for the transformation of the social contract within the framework of the SDGs and through a strengthened partnership with the international community, organized civil society and the inputs of local leaders and members.

TRACKS TO ENHANCE THE POWER OF OUR MOVEMENT

As was the case in the previous Congress in Durban, the Congress in Daejeon will be organized around different tracks:

Assembly Track: We advocate

Local and regional government representatives are the key drivers of this Track, which aims at allowing continental, sectoral and thematic priorities to contribute to the global policies of the World Organization. UCLG sections, as well as sister organizations, are invited to develop position papers to be presented during the Assembly sittings. These sittings will be developed in high-level round tables, organized continentally or by sector, based on the position papers elaborated in the run up to the Congress. The contents will be submitted to the UCLG Governing Bodies.

Town Hall Track: We listen

Civil society partners are the key drivers of this Track, which will be the space for dialogue and interaction between different internationally organized communities, civil society and the political leadership of the local and regional governments constituency, in order to define our global policies in an open format. These debates will take place throughout various sessions in an interactive discussion among several stakeholders, including local government representatives. The result of the deliberations will be presented to the UCLG Governing Bodies.

Local4Action Track: We act

This Track will be the space providing innovative formats for all the spheres of the network, allowing partners to participate in a cooperative process to share, listen and review. Different formats of sessions have been developed to accommodate all the experiences and ideas within the framework of our main policy areas.

Statutory Track: We meet

This Track is reserved for UCLG members only. It comprises the meetings of the Governing Bodies that shape the policies and work plan of the World Organization. This includes the Financial Management Committee, the Committee on Statutory Affairs, the Executive Bureau, the General Assembly (not to be confused with the World Assembly of Local and Regional Governments) and the World Council. The World Secretariat will share more specific information on this Track in the coming weeks.

Daejeon Track

Moreover, the hosts of Daejeon are proposing a specific Track, to see and share the Korean and city perspective on key issues of the international agenda, such as sustainable development, innovation, science, technology and peace. The overarching theme is “Science and Cities” and will be articulated around “Peace and Science”, “Environment and Science” and “Public Administration and Science”.

Members of the Governing Bodies may play special roles in the different sessions and are encouraged to express interest to speak on specific topics and actively engage in the policy-making spaces, such as the Assembly and Town Hall tracks.

REGISTRATION

Registration for the Congress is now open.

As you can imagine the World Congress is a big event. Although there will be a hybrid component for the plenaries on the axes of the Pact for the Future and for the main statutory meetings, in-person participation is strongly encouraged and recommended. In this sense, the Congress will count on social events, a cultural programme organized by the hosts, and interpretation in the working languages of the Organization.

The organizational costs of these events are covered by the hosts, the City of Daejeon. We need however your support to contribute to its organization and success through the payment of a registration fee.

Early Bird registration discounts are valid if you register before 31 August 2022.

Group registrations are also available and a discount applies to groups of at least 10 people from the same Organization.

IMPORTANT NOTICE: Please note that for national security reasons, the hosts will need to close the online registration process on 3 October. Onsite registrations will then be available as from 9 October.

Should you need additional support, we inform you that there are limited funds available, especially for fee-waives that will be granted in priority to local and regional elected officials from Least Developed Countries (LDCs). All formal requests should be sent directly to: sponsorship.daejeon2022@uclg.org.

TRANSPORT AND ACCOMMODATION

We are also pleased to inform that the hosts in Daejeon will organize a direct shuttle bus between Incheon International Airport and DaejeonYou can book and confirm your transport directly from the registration page. Other transportation options include the Korea Train eXpress (KTX Train).

The hosts have also selected a list of hotels near the meeting venue, Daejeon Convention Center (DCC)You can consult the list of hotels and proceed to book your accommodation via the registration page as well.

VISAS

Please note that you may need a visa to be able to enter South Korea and that this process can be lengthy. We strongly recommend you to start the visa procedures as soon as possible.

o You can submit the [Apply for invitation letter] form after online pre-registration and payment of the registration fee.

o If you need the invitation letter before completing the payment of registration fee, you can send an email to the registration team at: daejeon2022uclg@gmail.com, copying daejeon2022@uclg.org.
